Our Strategy 2030

Portview is more than a collection of workspaces within an historic building. Our ambition is to use the regeneration of the former Strand Spinning Mill to create lasting social, economic and environmental value for East Belfast and beyond. Our Strategic Plan 2023–2030 sets out how we intend to protect an important part of Belfast’s industrial heritage while creating new opportunities for enterprise, learning, employment, culture and community activity.

Protecting the past. Unlocking the future.

Our vision

Portview will inspire and reconnect communities to their industrial heritage, challenge how we think about the past, present and future, and open up opportunities that inspire curiosity and help people create their own futures. We want Portview to be a vessel for positive change in Belfast and beyond: a social-enterprise place where heritage-led development creates social, economic and environmental benefit. Our mission is to use the Mill, our partnerships, our purchasing power and the activity taking place across the site to generate as much positive value as possible for tenants, visitors and the wider community.

Five ideas guide what we do

Our strategy is organised around five connected themes. They provide a framework for how we make decisions, invest in the site, develop partnerships and measure the impact of Portview. They are not separate programmes. Together, they describe the kind of place we want Portview to become: a living heritage asset, a place of learning, a home for enterprise, a destination for culture and a resilient social enterprise built for the long term.

Five strategic themes for Portview: Heritage, Education and Training, Employment and Enterprise, Culture and Tourism, and Resilience.

Protecting the past. Unlocking the future.

Heritage — a living building

Portview is a heritage asset, but our ambition is not to turn Strand Spinning Mill into a museum. We want to preserve the character, fabric and stories that make the Mill important while ensuring the buildings remain useful and relevant to future generations. That means repairing and bringing historic spaces back into use, collecting and sharing the stories of people connected to the Mill, and finding new purposes for spaces that were once at the heart of Belfast’s linen industry. The Strategic Plan describes Portview as a place that celebrates and reimagines the past, present and future — a living and breathing building inspired by the past but relevant to future needs.

Education & Training — curiosity, skills and opportunity

We want Portview to be a place where people can explore new ideas, develop skills and discover pathways into employment. Portview does not aim to become a training provider in its own right. Instead, we work with recognised education, training and industry partners, using our spaces, relationships and business community to create opportunities. This approach has already supported partnerships and programmes in areas including digital skills, advanced manufacturing and cross-border education. The long-term ambition is a place of curiosity, experimentation and learning that connects people with the skills and industries shaping the future.

Employment & Enterprise — space to start, grow and evolve

Portview exists to support enterprise and employment. We want to build a community of independent businesses, SMEs, social enterprises and creative organisations that can work, collaborate and grow together. Some businesses arrive looking for their first permanent home. Others need more room as they expand. Portview’s role is to provide distinctive space, a supportive business environment and connections that help organisations take their next step. Our ambition goes beyond occupancy. We want the businesses based here to contribute to the wider Portview community and to the economic and social life of East Belfast.

Culture & Tourism — a place people come to

Portview should be somewhere people visit as well as somewhere people work. Through Banana Block, exhibitions, markets, food, festivals, heritage activity and events, previously industrial spaces have begun welcoming new audiences into the Mill. Our ambition is not to become a conventional visitor attraction. We want Portview to be an authentic East Belfast destination — somewhere people can experience local businesses, ideas, creativity, food, heritage and culture within a working historic site. The Strategic Plan describes a place that welcomes visitors, voices and forms of expression while remaining accessible and relevant to the local community.

Resilience — building for the long term

Regeneration must be sustainable. For Portview, resilience means looking after the physical building, maintaining a financially sustainable social enterprise, supporting the businesses and organisations based here and reducing the environmental impact of how the site operates. It also means working in partnership. A project of this scale cannot be delivered by Portview alone. Our relationships with tenants, local communities, funders, public agencies, education partners and heritage organisations are fundamental to the future of the Mill. We want decisions made today to strengthen Portview economically, socially and environmentally for the years ahead.

From strategy to action

The Strategic Plan provides the direction. What matters is what happens next. Since the development of Portview’s regeneration strategy, that direction has increasingly appeared in activity across the site. Heritage is being advanced through surveys, conservation work, public access and the sharing of the Mill’s stories. Learning has developed through partnerships in digital skills, advanced manufacturing and cross-border education. Businesses have established, expanded and grown from Portview. Cultural activity has brought new audiences through Banana Block, markets, festivals and recurring programmes. Continued investment in the historic fabric, local procurement and partnership working is strengthening the long-term resilience of the site. The strategy is therefore not simply a statement of ambition. It is the framework against which we can continue to assess what Portview achieves.

Measuring what matters

We want to understand and demonstrate the difference Portview makes. The Strategic Plan established a framework for monitoring progress across the five themes. As that framework develops, we will focus on measures including historic space restored and brought back into use; businesses and jobs supported; people participating in learning and training; events and visitors; external investment secured; local business spend; social value created; and environmental performance. The purpose is not to collect data for its own sake. Better evidence helps us make better decisions, demonstrate value to partners and funders, and be transparent about both progress and the work still to do. Headline results should be published through Our Impact and updated as reliable data becomes available.

Our Strategic Plan 2023–2030 sets out the thinking, priorities and framework behind Portview’s long-term development. The website provides the public-facing version of that strategy. A downloadable document should provide further detail for partners, funders and anyone who wants to understand the framework in more depth.
